How the Yonkers nonresident exclusion works

The official annualized method applies no withholding below $4,000. It subtracts $3,000 from annualized wages above $3,999.99 through $10,000, $2,000 above $10,000 through $20,000, and $1,000 above $20,000 through $30,000. Above $30,000, the 0.50% rate applies without that exclusion.

NYC-1127 is different: It is not ordinary NYC resident wage withholding and is not calculated by this tool. Nonresident New York City employees should review NYC Finance guidance for their own employment situation.

What Changed for New York Payroll Withholding in 2026?

New York revised the State and Yonkers withholding publications for payrolls made on or after January 1, 2026. The State Tax Department also advises employees who used older IT-2104 worksheets or charts to complete a new 2026 IT-2104 and verify allowances or additional withholding.
